Tianjin Port Free Trade Zone Supports the Construction of a Single-Pipeline Oil

Abstract
TIANJIN, June 17 (China News Service, by reporter Zhang Daozheng) — On June 17, reporters learned from the Tianjin Port Free Trade Zone Administrative Committee that two tower units for the AGPP project’s natural gas processing plant—part of the China-Russia single-oil project—were successfully loaded onto the vessel "BBCMONTBLANC" at the No. 11 Pier in the Dagukou Port Area of the Lingang Region within the Tianjin Port Free Trade Zone and securely fastened. After more than four hours of intensive effort, the "BBCMONTBLANC," now carrying the two tower units, safely departed from the berth and set sail toward Russia’s De-Kastri Port.
To ensure the supply of commercial natural gas under the China-Russia Gas Supply Agreement (Eastern Route), as well as to meet the long-term energy needs of Eastern Siberia and the Russian Far East, China National Petroleum Corporation has undertaken the construction of Russia’s single-largest oil project—the AGPP project. This project serves as a critical supporting facility for Russia’s “Power of Siberia” pipeline initiative, featuring six natural gas purification production lines, three helium liquefaction lines, and three natural gas condensate production lines. The project will deliver an annual output capacity of 10,000 tons of commercial helium, 2.6 million tons of ethane, and 1.6 million tons of natural gas condensate.
It is understood that the two tower units at the AGPP project's natural gas processing plant are a depropanizer tower with a volume of 2,819 m³ and a debutanizer tower weighing 1,507 m³. Lingang Port Group, serving as the cargo carrier for this project, worked closely with relevant personnel to ensure the smooth loading of the towers onto ships. Given the towers' exceptional length, weight, and size—along with the significant challenges they posed in terms of handling and lifting—the team held multiple production meetings to develop a coordinated dual-crane lifting and shipping plan. Additionally, a "green channel" was established to allow the cargo to enter the port ahead of schedule. Thanks to seamless collaboration across all operational stages, the entire process was executed flawlessly.
A relevant official from the Tianjin Port Free Trade Zone Management Committee explained that the zone is seamlessly integrating the Belt and Road Initiative with its strategic eastward shift, clearly defining the logistics development positioning of the Dagukou Port Area. This move aims to further expand services such as port-rail intermodal transport, sea-rail intermodal transport, and port-based trade, leveraging the region’s unique port-logistics advantages while enhancing its broader port service capabilities. The committee also plans to continue expanding port-area customs clearance openness, ramp up infrastructure development for transit logistics, foster a robust market for transit logistics transportation services, and strengthen maritime strategic cooperation initiatives. At the same time, by capitalizing on the "port-industry integration" model, the zone is committed to supporting Tianjin Port Free Trade Zone in achieving high-quality growth and contributing to the sustained increase in Tianjin’s port throughput.
